General Secretary Xi Jinping has pointed out that "urbanization is the only path to modernization" and that "the most fundamental trend of urbanization is the transfer of surplus rural labor and population to urban areas." The 20th National Congress of the Communist Party of China (CPC) set a strategic goal of basically achieving urbanization by 2035 and proposed to deeply implement the new urbanization strategy, promote a people-centered new type of urbanization, and accelerate the process of granting urban residency to rural migrants. The Third Plenary Session of the 20th CPC Central Committee made major arrangements to improve systems and mechanisms for advancing new urbanization. We must earnestly align our thoughts and actions with the decisions and arrangements of the CPC Central Committee with Comrade Xi Jinping at its core and ensure effective implementation.
